The purpose of this notice is to inform the public and seek comment on the Wisconsin Department of Transportation’s (WisDOT) intent to amend the Wisconsin Rail Plan 2050. This amendment consists of revisions to the rail project listing tables in Chapter 5. The Wisconsin Rail Plan 2050 was adopted in July 2023.

The Wisconsin Rail Plan 2050 meets all relevant federal and state requirements. The content of the project listing tables is part of those requirements. The draft revised tables bring the plan up to date on known rail projects and studies currently state or federally funded, projects and studies anticipated to be requesting state or federal funding in the next 4 years, and planned studies using state or federal funds.

The draft project listing tables do not reflect major or substantial changes to WisDOT’s policies or resources as laid out in the Wisconsin Rail Plan 2050, therefore, WisDOT has determined no System-Plan Environmental Evaluation (SEE) is necessary. Comments on the draft plan will be accepted through January 15, 2026 and may be submitted through the online comment form on the plan’s website, by email to bop.dtim@dot.wi.gov, or by mail to the Wisconsin Department of Transportation’s Division of Transportation Investment Management, Bureau of Planning and Economic Development, 4822 Madison Yards Way, P.O.
